1313 Sylvan Road Redevelopment project
Community Update: Sylvan Road Redevelopment - December 18, 2025
We appreciate the continued support and engagement of the Capitol View Neighborhood Association, the surrounding neighborhoods, and NPU-X’s affirmative vote to approve the project. The Sylvan Road Redevelopment project continues to move forward with strong regional and community support. The Atlanta Regional Commission (ARC) completed its Development of Regional Impact (DRI) review and issued a highly favorable recommendation, citing the project’s strong alignment with regional goals for housing, transit-oriented development, walkability, and economic opportunity. Georgia Regional Transportation Authority (GRTA) issued a Notice of Determination (NOD) with approval of the project with infrastructure improvement conditions that will benefit the project.

Public hearings were held for the Comprehensive Development Plan (CDP) amendment on November 24, 2025 and the Zoning Review Board (ZRB) on December 11, 2025.
The staff recommendation and vote of the ZRB was for Denial of the rezoning to MRC-3.

The next step in the process is consideration at the Zoning Committee on January 12, 2026 and Community Development and Human Services (CDHS) Committee on January 13, 2026 and then consideration by the entire City Council for final approval on January 19, 2026.
The Sylvan Road Redevelopment represents a transformative opportunity for new affordable and workforce housing, neighborhood serving retail, and commercial & creative spaces, with abundant public outdoor gathering areas and green space for community use. The plan reimagines a long vacant disconnected parcel of land into a vibrant social hub providing direct access to the Beltline for Capital View residents and the surrounding community.
The Sylvan Road Redevelopment team has created a shared drive folder that includes many of the referenced materials, in addition to the FAQ, Project Vision document and the Technical Overview for the 1313 Sylvan Road Redevelopment.
